The Blackberry needs the correct TCP settings in order to access the internet without BES.
Some Cingular devices are prevented from accessing the network at all without the application being signed. Read more about device security.
For Blackberry on Cingular there have been reports of success by changing the TCP settings:
I followed the advice of entering in the APN info from blackberry forums (you edit this info under Settings → TCP)

Now, the first time I did this I rebooted my ‘Berry and took the battery off as they suggested, but when I restarted the device and it reconnected to the GPRS network, for some reason my TCP settings were lost.
So I re-entered the TCP info and this time did not restart. At first, it seemed that the application wasn’t working, but I tried again about 3 minutes later and it allowed me to connect to my server (Maybe there was some time required for the TCP settings to update?)

On my 7100t (with T-Mobile service, sans BES), I resolved the “Writer: could not open tunnel - failed” issue by entering Settings → TCP → APN: “wap.voicestream.com”, leaving the username and password blank.

On my Vodafone BB, I resolved the “Writer: could not open tunnel - failed” issue by entering Settings → TCP → APN: “wap.vodafone.de”, leaving the username and password blank.

On Vodafone UK BB, I resolved the “Writer: could not open tunnel - failed” issue by entering Settings → TCP → APN: “internet”, user: “web”, password: “web”.
On my O2 BB, I resolved the “Writer: could not open connection” issue by entering Settings → TCP → APN: “mobile.o2.co.uk”, username “mobileweb”, password “password”.

I resolved the connection problem with my operator (I’m using Indosat) by entering settings → TCP → APN: “indosatgprs”, and leave the username and password blank.
The connection problem solved on Blackberry 8900 by editing TCP/IP settings (Options ⇒ Advanced options ⇒ TCP/IP and entering the following: APN:gprsinternet username:mts password:064
